It is made of willow and dyed willow on a willow rod coiled foundation with a nice herringbone rim.

These are typically made by the San Juan Paiutes who sell them to the Navajo who use them in various "sings" and other religious / social rites. The shaman is then paid with the baskets.

He then takes them to the local trading post and sells them to procure his wages for services rendered and the trading post gets them out to the collectible market.
